摘 要:公共交通票制票价评估可作为票制票价动态调整机制的补充步骤,对已实施的票制票价方案评估,及时反馈到方案制定、执行过程中,可帮助完善北京市票制票价系统.首先从政府、运营企业、乘客3个角度出发,构建了包含客流特征、出行特征、运营状况、支出优惠的公共交通票制票价评估指标体系;然后基于双层物元可拓模型提出了公共交通票制票价综合评估方法,该方法综合考量各指标的优劣及贡献度、不同时期的评价特点,全面直观地得出评估结果、方案短板、方案调整方向;最后应用该方法对北京市2014年票制票价改革效果进行评估,提出未来票制票价调整应重点关注的方向.The evaluation of public transit fare systems can serve as a basis for the dynamic adjustment of the fare systems. It helps to improve the Beijing public transit fare system by evaluating the implemented transit fare scheme and providing the feedback to the process of fare scheme establishment and execution.First,from the viewpoints of government,public transport enterprises and passengers,the public transit fare evaluation index system is established, including ridership characteristics, trip characteristics,enterprise operations and discounted fare. Then based on the Matter-Element Extension model,an evaluation approach of public transit fare was proposed. Comprehensively analyzing the advantages,disadvantages and contribution of each index and evaluation feature in different stages,this paper obtained evaluation results,scheme weakness and adjustment directions. Finally the evaluation approach is applied to assess the Beijing transit fare reform in 2014 and recommendations for further refining the transit fare system are provided.
