摘　　要：黑龙江省中小城市拥有丰富的旅游资源。对黑龙江省中小城市旅游发展的优势、劣势、机遇和挑战进行分析,提出政府加强引导、投入和管理,充分挖掘当地特色,加大宣传、推广力度等发展对策,旨在为黑龙江省中小城市体育旅游的发展提供理论借鉴。There are rich tourism resources in the the small and medium-sized cities in Heilongjiang province. The paper has an analysis of the tourism developmentadvantage,disadvantage,opportunity and challenge. ？ It suggests some countermeasures for the government as follows： to strengthen the guidance,investment and management,to fully excavate the local features,to enhance the publicity and promotion. The purpose is to provide a theoretical reference for the sports tourism development in the medium and small cities in Heilongjiang province.
