摘 要:国家艺术资助制度是中美两国扶持文化发展的关键性制度设计,是文化领域公共政策的重要发力点。中美国家艺术基金制度政策目标类似,但两国国情迥异,现阶段面临的挑战也不尽相同,因而在运行方式上既有相近,又有差别。中美均奉行政府文化干预,但美国实现了市场与政府机制的交叉作用,且在不同阶段实施差异化的政策范式,实现了公共政策的有效协同。中国国家艺术基金制度至今已运行三年,及时总结经验教训,有助于提升我国国家艺术基金制度的运作水平,强化政策效果,促进我国文化繁荣。The national funding for arts is a key policy made for activating the field of culture and arts both in China and U. S. , which is also the concentrating point of public policies in the very field. The CNAF in China and the NEA in U. S. have similar policy goals. But different backgrounds and challenges of two countries lead to diversified implementations of two organizations, some of which are similar, while others are quite different. The research based on the perspective of comparative policy studies shows government interventions in the field of culture and arts happened in both of China and U. S. , whereas, the government's measures and market -oriented acts cooperating efficiently in U. S. , and the adjustments with the transition of periods are always in time, which shaped an effective policy coordination. The CNAF has a three - year - running. It will be helpful to higher its implementation by making a conclusion in time.
