农村流转土地利用研究——基于山西省隰县的调查分析

摘　　要：通过问卷调查与实地走访分析了山西省隰县流转土地现状,主要研究目前农村流转土地利用情况,并对其存在的问题提出了解决方案。结果表明,流转土地基本都得到合理有效利用,但也存在一些问题,如部分企业为谋取暴利对土地进行不合理利用导致土地资源被破坏;部分种植大户由于经营管理不善、农产品价格波动等因素出现毁约弃耕抛荒的现象,从而导致土地流转后利用率降低。提出应该完善流转政策与法规、强化监督保障机制、提供信贷与技术服务支持、提高风险防范等建议。可为提高土地流转后的利用率,充分发挥土地的功能与价值,实现土地的综合可持续利用提供借鉴意义。With the large-scale circulation of rural land in China, the use of land after the transfer has become a focus of attention.Therefore, this paper studies the land use of rural circulation, investigates the status quo of migratory land in Xixian county, Shanxi province through questionnaires and field investigation, and analyzes the current situation. The results show that the transfer of land are basically reasonable and effective use, but there are some problems. To seek the profits, some enterprises begin unreasonable use of land led to the destruction of land resources, part of the large-scale cultivation due to poor management, fluctuations in agricultural prices and other factors, there will be ruined abandoned land reclamation of the phenomenon, resulting in land after the transfer rate reduce.According to these problems, we put forward specific solutions to perfect transfer of policies and regulations, strengthen the supervision and guarantee mechanism, provide credit and technical service support, improve risk prevention, which can provide reference significance for improving the utilization rate of land transfer, giving full play to the function and value of land, and realizing the comprehensive sustainable utilization of land.
