摘　　要：目的研究北京市妇幼健康服务项目价格现状,了解已有妇幼健康服务项目、需新增服务项目、需调价服务项目,为北京市健康服务项目价格规范提出政策和建议。方法通过文件查阅了解北京市妇幼健康服务项目规范现状,通过专家咨询和访谈法提出政策建议。结果北京市妇幼健康服务项目共1 921项,目前已有妇幼健康服务项目共1 453项,需新增服务项目468项,约占24.36%。需调价项目275项,占现有服务项目的 18.93%。未涵盖妇幼服务项目中孕产保健占20.09%,妇女保健占31.41%,儿童保健占44.44%,计划生育保健占4.06%。结论应制定妇幼保健咨询类项目收费标准;妇幼健康服务项目价格的制定应考虑多方面因素,着重体现医护人员劳动技术价值;根据医院等级的高低制定不同的医疗服务价格,三级医院及全市重点专科医院应单独定价;建立完善、长期的妇幼健康服务项目准入更新机制及价格调整机制;明确政府和市场的关系,加强政府在项目规范和价格调整中的作用。Objective To research the current situation of prices of maternal and child health care service projects in Beijing,understand the existing service projects,new service projects needing to be added,and service projects needing adjusting the price,put forward policy and recommendations for pricing norms of maternal and child health care service projects in Beijing. Methods The current situation of pricing norms of maternal and child health care service projects in Beijing was evaluated through document review,the policy and recommendations were put forward through expert consultation and interview. Results There were 1 453 maternal and child health care service projects in Beijing,and 468 projects needed to be added,accounting for 24. 36%. The price of 275 projects needed to be adjusted,accounting for 18. 93% of the existing service projects. Among the projects not covered,the proportions of maternal health care,female health care,child health care,and family planning health care accounted for 20. 09%,31. 41%,44. 44%,and 4. 06%,respectively. Conclusion The charge standard of consulting projects should be set up,and many factors should be considered,the labor and technical value of health care workers should be emphasized. The prices of different medical service should be set up according to the levels of hospitals,the third-level hospital and key specialized hospitals should be priced separately; accelerated and long-term access mechanism and price adjustment mechanism of maternal and child health care service projects should be established,the relationship between government and market should be confirmed,and the role of government in project specification and price adjustment should be enhanced.
