摘　　要：本文从"经济社会发展、社会和谐稳定、管理服务、城乡一体化"四个层面对新型城镇化背景下农业型与非农化地区推进农村社区治理改革的基础及出发点进行比较分析。基于我国农村地域的差异性,不同区域的地方政府会综合考虑本地发展战略规划、面临的现实问题、地方未来发展定位,社区治理需要投入的成本等综合因素,同时与上级政府下派的其他各种任务有机结合起来推动农村社区治理改革。在农村社区治理改革的实践中,地方政府往往会在国家利益与地方利益之间寻找平衡点,在不违背国家政策及精神的基础上,做出有利于地方自身利益最大化的行为选择。in this paper, the rural community governance reform and promote the agricultural foundation type under the background of new urbanization and non agriculture area starting point from the comparative analysis of the economic and social development, social harmony and stability,management services, the integration of urban and rural areas ＂in four aspects. The difference of China^s rural areas based on different areas of the local government will consider local development strategic planning, facing the reality of the problem, where the future development orientation,community governance costs and other factors, and various other tasks assigned by the superior government and combine to promote rural community governance reform. In the practice of rural community governance reform, local governments tend to be looking for the balance between national and local interests, based on the national policy and does not violate the spirit, to maximize the local interests behavior choice.
