中部六省生产性服务业竞争力评价研究

摘　　要：生产性服务业对区域经济发展,尤其对制造业转型升级具有举足轻重的作用。当前,中部地区处于经济快速成长期,但产业发展总体质量较低,尤其是生产性服务业的发展层次相对较低、竞争力不强,已经成为制约中部崛起的严重瓶颈。文章借助Topsis法改进的因子分析模型,选取2010-2014年中部地区重点涉及的18个核心城市的生产性服务业的面板数据,构建了以生产性服务业综合竞争力为研究对象的评价模型,并进行了定量研究。结果表明,2010-2014年的5年间,中部地区18个核心城市的生产性服务业综合竞争力存在较大差距,以武汉、长沙、郑州为代表的省会城市综合竞争力较高,半数以上城市与最优方案接近度较小,综合竞争力较差。归结其影响因素主要有,生产性服务业在产业结构中占比较低,并存在科技落后、人才短缺等问题。为此,中部各城市需要强优势补短板,并借助区域联动战略的牵引实现整体提升。The productive service industry plays an important role in the regional economic development,especially for the transformation and upgrading of the manufacturing industry. At present, the central region is in the rapid economic growth period, but the overall quality of industrial development is low,especially the level of development of producer services is relatively low, the competitiveness is not strong, has become a serious bottleneck restricting the rise of central China. This paper uses the improved Factor Analysis Model of Topsis,by choosesing the production service panel data of 18 core cities in the central region from 2010 to 2014, constructs the evaluation model of the comprehensive competitiveness of the productive service industry, and make a quantitative research. The results show that there is a big gap between the comprehensive competitiveness of Producer Services Industries of the 18 core cities in the central region over 5 years. To Wuhan, Changsha, Zhengzhou, represented by the provincial capital city comprehensive competitiveness is higher, More than half of the city and the optimal program close to the smaller, comprehensive competitiveness is poor. The main influencing factors are： Producer services are low in the industrial structure,existences of backward technology,talent shortage and other weaknesses. At the same time,the city in order to improve the level of comprehensive competitiveness of Producer Services Industries needs to play an advantage to make up for the weak,and with the regional joint development strategy to achieve the overall promotion of traction.
