中国省级地区生态福利绩效水平时空分异格局研究

摘　　要：生态福利绩效的大小反映了这个地区单位生态消耗所带来的福利水平的效率,也反映出不同地区在经济发展过程中经济发展和生态消耗之间的脱钩程度。运用探索性空间数据分析方法,对2005-2014年中国30个省级地区生态福利绩效水平的时空演变特征进行分析发现:与不考虑空间相关性的研究大多假定生态福利绩效水平的随机分布不同,中国各省级地区的生态福利绩效水平在空间上呈现出一定的相关性,即生态福利绩效水平高的地区或水平低的地区呈现出集聚格局;观察分析2005、2009年以及2014年Moran散点图和LISA聚类变化图的变迁可知,东部的天津、河北组成HH聚集区,西部的新疆、青海、甘肃、四川、宁夏组成LL聚集区,较为稳定的则为新疆、青海、甘肃这三个地区,2014年江苏跃迁至HH聚集区,反映出近年来"长三角"地区在生态福利绩效方面的溢出较为活跃,并对每类地区给出了针对性政策建议。Basing on the improved ecological Well-being index from 2005--2014,the paper has analyzed spatial-temporal evolving characteristics of 30 provincial ecological welfare performance by using ESDA. The study found that the ecological welfare performance level of each provincial-level region in China is different from the random distribution of the ecological welfare performance level, which does not take into account the spatial correlation. The performance level of ecological welfare in our country is showing a certain spatial correlation, that is, the area with high ecological welfare performance or low levels of the region showing a pattern of agglomeration. Through observation of Moran scatter plot and LISA clustering graph in 2005,2009 and 2014, it is known that Tianjin, Hebei in east form HH clustering area,Xinjiang, Qinghai, Gansu, Sichuan, Ningxia in west form LL clustering area, these three areas： Xinjiang, Qinghai and Gansu is relatively stable. Jiangsu transfered to HH in 2014, reflecting the ＂long triangle＂ area is active in terms of ecological benefits performance of overflow in recent years and for each type of region given the policy recommendations.
