竣工结算审核的造价咨询费支付模式思考

摘　　要：针对施工企业竣工结算送审价虚高的现象,以竣工结算审核造价咨询费支付模式为切入点,分析现行造价咨询费支付模式的弊端,并提出优化竣工结算审核造价咨询费支付模式的建议,包括将竣工结算审核造价咨询费调整为业主与施工企业共同承担、将效益收费计取比例从固定费率调整为差额定率分档累进比例等。For the phenomenon of artificially high construction project completion cost of construction enterprise and taking payment model of examination and verification of completion settlement as the breakthrough point,the papper analyzes the disadvantages of present cost consultation fee payment mode,puts forward some suggestions of optimizing cost consultation fee payment of completion settlement audit,including the owner pays basic charges,the owner and construction enterprise pay benefit charges together,and change the rate of benefit charges from fixed rate to differential progressive rate,etc.
