国家治理现代化进程中纪检监察体制改革探讨

摘　　要：推进国家治理能力和治理体系现代化是全面深化改革的总目标,对于我国的社会主义建设具有深远的现实意义和理论意义。其中改革纪检监察体制是推进国家治理现代化的重要抓手。现有纪检监察体制弊病较多,缺乏独立性、监督机构分散不利于形成有效的监督合力,在具体实践中监察范围不够全面,存在监督漏洞。纪检监察体制改革涉及我国国家宪制结构的重大政治改革,独立建制的监察委可以有效弥补纪检监察体制的缺陷,如何整合并发挥纪检监察体制的功能是一个值得探讨的关键问题。Modernization of the state governanee and governance system is the overall goal of comprehensively deepening reform, which has profound practical significance and theoretical significance for the socialist construction in our eountry. The reform of disci- pline inspection ＆ supervision system is a starting point on the modernization of state governance. Now many problems arise from the system, that is, the lack of independence, a decentralization of supervisory ageneies that are not eondueive to the formation of effective supervisory forces and the insufficient scope of supervision in concrete praetice, and loopholes of supervision. The system reform involves the important political reform of the state constitutional structure in our country. This paper shows the independent organizational system of the supervision committee can effectively make up for the defect of discipline inspection system, and how to integrate and develop the functions of discipline inspection ＆ supervision system.
