摘　　要：本文通过对检验检疫及植物检疫等技术执法机构"科"与"室"分工协作管理模式的分析,对"科带室"深度融合管理模式的选择和科学内涵进行深入探讨,为基层植物检疫确立"科""室"融合发展思路、构建"科带室"深度融合管理机制提供参考。This paper analyzed the management model of administrative department and technical laboratory in technical enforcement agencies. Through discussing the selection reasons and scientific connotation of ＂deep integration of department and laboratory＂, the authors provided insights of the model constructing and operating in base level quarantine offices.
