南水北调工程对汉江中下游生态农业发展的影响及对策——以荆门段为例

摘　　要：汉江中下游地区是湖北重要粮仓和产业基地,荆门市地处湖北省腹地中心,拥有肥沃的土地,较为充足的淡水,农业基础良好,发展生态农业的潜力巨大。南水北调工程建成后,对汉江中下游生态农业带来了较大变化,特别是对荆门市种植业、土壤资源利用、水资源、生物资源及渔业发展带来巨大影响,本文以图表的形式详细分析了南水北调工程带来的一系列问题。为适应南水北调工程带来的变化,加快推动荆门生态农业发展,必须以农业供给侧结构性改革为主线,充分发挥南水北调的优势资源,科学规划,节约资源,保护环境,着力增强生态农业效益,推动农业向生态绿色方向发展。具体提出了对策建议:加快农业产业结构调整,科学规划农业区域布局,治理化肥、农药、地膜污染,开发利用农业农村废弃物,加大治理水土流失力度,保证生态环境建设的安全性、持续性和高效性,促进荆门经济社会健康持续发展。The middle and lower reaches of Hanjiang river is an important granary and industrial base in Hubei, Jingmen is located in the center of Hubei province, has fertile land, more adequate fresh water, good agricultural foundation, and the potential of developing ecological agriculture is enormous. After the completion of the South-to-North water transfer project, great changes are brought about the ecological agriculture in the middle and lower reaches of Hanjiang river, especially the impact on the planting, soil resources utilization, water resources, biological resources and fishery development. In order to adapt to the change of the South-to-North water transfer, accelerate the development of ecological agriculture in Jingmen, we must take the agricultural supply as the main line, give full play to the advantage resources,scientific planning, save resources, protect the environment, and promote the development of agriculture.The countermeasures and suggestions are put forward： accelerate the adjustment of agricultural industry structure, scientifically plan agricultural regional layout, control fertilizer, pesticide, plastic film pollution,develop the agricultural rural waste, increase soil erosion, ensure the safety, continuity and efficiency of ecological environment construction, and promote the sustainable development of economic and social health.
