宁波市旅游产业发展与生态文明城市建设耦合协调关系测度

摘　　要：基于生态文明城市、旅游产业的内涵及其作用机理,构建宁波市旅游产业与生态文明城市系统的评价指标体系,借助均方差决策法和综合评价法测度其综合得分,并引入耦合协调度模型对其旅游产业发展与生态文明城市建设的协调关系进行定量分析。结果表明:(1)2006—2015年宁波市两子系统的综合发展水平整体呈上升趋势,耦合度C徘徊在0.415 5~0.5之间,一直处于拮抗阶段;(2)两系统的耦合协调度D从2006年的0.315 2上升到2015年的0.661 6,呈现出由轻度失调、濒临失调到勉强协调、初级协调不断优化的趋势;(3)旅游产业与生态文明城市建设的耦合协调发展表现为两阶段,即2006—2010年属旅游产业发展滞后型和2011—2015年属生态文明城市建设滞后型。据此建议构建绿色旅游产业体系,全面提高生态文明城市管理水平,建设美丽宁波,着力打造天蓝山青水美的旅游环境。Constructing the valuation index system of tourism industry and eco-civilization city system according to the connotation of ecological civilization city,the tourism industry and its action mechanism, this paper employed the mean square deviation decision method and comprehensive evaluation function to measure its comprehensive scores. At the same time, we quantitatively analyzed the coupling and coordinative relationship between the tourism industry system and eco-civilization city system basing on the coupling coordination degree model. The results showed that：①The development level of the above two systems improved totally in Ningbo from 2006 to 2015, and the coupling C hovered between 0. 415 5 and 0.5, which has been in stage of antagonism. ②The coupling coordination degree D rose from 0. 315 2 in 2006 to 0. 661 6 in 2015,showing an optimizing trend from mild disorder,on the verge of disorder to barely coordinate, primary coordination. ③ There are two developing stages of coupling coordination degree between theses systems in Ningbo, namely,lag type of tourism industry during 2006-2010 and lag type of eco-civilization city. Then there are some suggestions to build green tourism industry system： improve management level of the ecological civilization city; construct Ningbo as a beautiful city by forging tourism environment with blue sky, green mountains, and clean water.
