摘　　要：多规分立严重影响我国国土空间管制与治理效率,规划融合与组合是规划体系基本建设方向。在现行空间规划体系问题分析与地方"多规合一"经验总结基础上,本文指出我国空间规划体系的发展趋势将是"分久必合,合中有分",应以保护管控规划为基础、综合规划为引领,构建空间规划编制体系,形成空间治理合力;强化决策民主和权力制衡,完善规划行政管理体系;以新的规划理念和技术为先导,逐步完善空间规划内容体系;制定和调整空间规划有关法律法规,完善空间规划的法律体系,为空间规划提供基础保证。Multiple Planning separation has seriously affected China＇s territorial Space Control and governance efficiency, planning integration and combination of planning system is the basic construction direction. Through the analysis of the problems of spatial planning and the conclusion of the experience of multi-regulation, it is pointed out that the development trend of China＇s spatial planning system will be separated and interconnected. Planning should be based on protection, comprehensive planning for the lead, to build spatial planning, the formation of space governance together. Strengthen the decision-making democracy and checks and balances, improve the planning administration system. With the new planning concepts and technology as the guide, and gradually improve the spatial planning content system. Formulate and adjust the relevant laws and regulations of space planning, improve the legal system of spatial planning, and provide the basic guarantee for spatial planning .
