摘　　要：地区定位与制度延续性是日本地方开发体系变迁过程中所形成的落后地区开发原则,成功指导日本"后进地区"对都市圈发展水平的追赶,而中国吉林省延边朝鲜自治州近年来经济发展难题正是源于地区定位与制度延续性的缺失,表现为地方特色经济发展形式不合理、产业结构不合理以及图们江跨国区域合作对地方发展的干扰等问题。因此,中国政府应尽快为延边州确立地区定位,以此为基础构建具有长期性与延续性的地方开发制度,并妥善处理地区的内部开发与跨国区域合作之间的关系,为延边州健康稳定长期发展铺平道路。Regional positioning and institutional continuity are principles of Japan poverty areas development,successfully instructed backward areas to catch up with the level of development of metropolitan areas. Lack of regional positioning and institutional continuity is the reason why Yanbian Korean Autonomous stuck in several economic development problems,includes unreasonable of form of characteristic economy and of industrial structure,and negative impact of Tumen River transnational cooperation. Therefore, Chinese government should build up principles of reginal positioning and institutional continuity,properly handled the relationship of regional self-development and transnational cooperation,to pave the way for durability and healthy development of Yanbian.
