摘　　要：文章在全面分析智库建设相关研究成果的基础上,以情报学中的"信息流"为视角阐述了智库的系统结构,指出我国新型智库建设的"智谋性"目标定位,并提出"信息流"背景下智库的建设策略,包括强化智库建设的大数据思维、注重对智库建设中信息背景的科学判断,加强智库建设中创造性思维的应用等。Based on the overall analysis of the research results ot think tank construction, tiara paper expounas me system structure of think tank from the ＂information flow＂ view of information science, points out the target of ＂intelligence＂ in Chinese new think tank construction, and puts forward the strategies of think tank construction under the background of ＂information flow＂, which in- clude strengthening the big data thinking , focusing on the scientific judgment of information background, and enhancing the application of creative thinking in think tank construction.
