公共服务跨部门合作供给 有效性影响因素的实证研究——以“国家级基本公共文化服务标准化试点地区”S区为例

摘　　要：通过部门间协同构建多样化服务供给框架是解决公共服务"碎片化"问题的途径之一。公共服务跨部门合作有效性是公共服务跨部门合作框架良性运转的保障,探究影响公共服务跨部门合作有效性的关键要素对于提升跨部门合作管理绩效具有重要意义。已有研究对公共服务跨部门合作的价值进行了定性描述,但是这些描述性研究结论的有效性还没有得到系统的检验。本文以跨部门合作为理论基础,以"国家级基本公共文化服务标准化试点"S区为典型案例,根据调研数据,测量公共服务跨部门合作有效性,分析影响公共服务跨部门合作供给的关键因素,构建公共服务跨部门合作供给有效性的测量模型。研究发现:组织中的非正式关系、领导与制度因素、组织具备合作能力的大小、组织中的多元利益、部门资源的充足程度、以及合作者的专业水平等因素与跨部门合作供给有效性成正相关。Through intersectional coordination to build diversified service supply framework is one of the ways to solve the problem of'fragmentation'of public service. Interagency cooperation effectiveness of public service is the guarantee of interagency cooperation framework's benign operation. Therefore, to explore the key influencing factors which affect the effectiveness of public service is so important for improving interagency cooperation management performance. Previous studies have qualitatively described the value of cross sectoral cooperation in public service, but the validity of these descriptive conclusions has not been systematically tested. This paper based on the theory of interagency collaboration, takes one of national public cultural service standardization pilot areas-S district as the typical cases. According to the survey data, we measure interagency cooperation effectiveness of public service, analysis of the key factors influencing the interagency cooperation of public service supply, and then build effectiveness measurement model of interagency cooperation in public service supply. The study finds that the structure of informal relationship, leadership and institutional factors, organizations have the ability to cooperate in the organization. the size of multiple interests, department resource adequacy, and partners' professional level and other factors and cross sectoral cooperation supply effectiveness is positively correlated.
