资源匮乏型乡村中的庇护式治理及其现代转型——基于湘南地区的个案观察

摘　　要：基于庇护主义的理论视角对湘南地区三个资源匮乏型乡镇进行个案观察可以发现:当前的乡村治理在"能人治村""项目进村"和庇护关系的相互交织和相互作用中塑造了一种"庇护式治理"模式。"庇护式治理"维系了农村公共品的非均衡性供给,进一步可能导致乡村庇护关系网络的固化与农村基层民主治理的异化。为此,必须通过推广财政资金的参与式预算以扩大公众的参与空间和社会组织的监督范围,进而推动中国乡村治理从庇护式治理向参与式治理的现代转型。Based on a case study of three resource poor rural township in south Hunan province from the perspective of clientelism, we find that'talent oriented village governance'alent oriented village governance in south Hunan province from the perspective of governance into the model of clientelism-led governance. This governance model maintains the non-balanced supply of rural public goods. A further development of this situation might lead the solidification of patron-client relationship network and the alienation of democratic governance at the rural grassroots level. In order to solve this problem, it is necessary to promote the participation of public space and the scope of supervision of social organizations through the promotion of participatory budgeting, and thus promote the transformation of China's rural governance from clientelism-led governance to participatory governance.
