摘　　要：在黑龙江省经济建设中,水利、航运对经济发展具有重要的支撑意义。嫩江水利建设是黑龙江省西部干旱地区发展的关键要素,其中尼尔基水利枢纽工程是全部工程的基础,对这一地区的航运、农业、旅游、环保、综合服务等建设及黑龙江省八大工程建设起重要作用。In the economic construction of Heilongjiang province, water conservancy and shipping have important supporting significance for the economic development. The water conservancy construction in Nen river is a key element for the development of the western arid regions in Heilongjiang province. The Nierji water-control project is regarded as the foundation of the whole project, and plays an important role in the comprehensive service construction in this region in terms of shipping, agriculture, tourism, environmental protection, etc, and matters a lot for the eight-engineering construction in Heilongjiang province.
