摘　　要：新修改的立法法，赋予了设区的市政府规章制定权，明确了其规章制定主体地位后，设区的市政府立法工作正式启动。设区的市政府做好立法工作必须深入贯彻立法法精神，正确把握立法方向，发挥政府法制机构的主导作用，通过构建公众有序参与立法的机制、各方民主参与的协商机制、专家参与的论证机制等，保障设区的市政府立法工作规范有序的进行。The newly revised legislative law has given the city government the right to formulate rules and regulations, and made it the main body of the rules and regulations. The districts of the municipal government must thoroughly implement the spirit of the legislation law, correctly grasp the direction of legislation, and play a leading participation in legislation role in the government legal organization. Through the construction of public mechanism, negotiation mechanism democratic participation in mechanism and participation of experts in argumentation, ensure districts and municipal government legislative work orderly.
