基层廉政文化建设实践策略探析——以陕西西安高陵区为例

摘　　要：中国特色社会主义文化是提升国家软实力的时代引擎，而廉政文化则是其重要组成部分，尤其在当前四个全面发展战略下呈现的反腐新常态，更加凸显了党中央以壮士断腕的勇气和重典治乱的决心要将反腐进行到底，制度反腐与文化防腐相结合已成为社会共识，廉政文化建设已成为当前反腐倡廉工作的一项重要举措。十八届中央纪委六次全会公报中指出，基层反腐将成为反腐的又一个新重点领域，而要真正推进基层正风反腐，加强基层的廉政文化建设则尤显紧迫而必要。希望能够借助对西安高陵这个基层的廉政文化建设进行调研、剖析，为探寻我国基层廉政文化建设的创新提供借鉴。The socialist culture with Chinese characteristics is the engine of the times to enhance the national soft power, while the culture of clean government is an important part, the anti-corruption new state under the current ＇ four comprehensives＇ development strategy highlights the courage and determination of the Central Party Committee in terms of anti-corruption. The combination of the system of anticorruption and cultural anti-corrosion has become a social consensus. Construction of clean and honest culture has become an important measure of anti-corruption work. The Eighth Central Commission for Discipline Inspection pointed out that grassroots anti-corruption will become another new area of anti-corruption, and it is urgent and necessary to promote grassroots anti-corruption and strengthen grassroots culture of clean government. The author hopes to take advantage of the investigation and analysis of the construction of clean and honest culture at the grassroots level in Gaoling District of Xi＇ an, and provide a reference for exploring the innovation of grassroots clean government culture in our country.
