摘　　要：民间救援组织已成为我国救援力量的重要组成部分，民间救援组织如何配合协同与政府专业救援成为现实问题。通过追踪政府与民间救援组织协同合作现状，分析政府与民间救援组织协同合作存在诸多问题、影响协同合作的瓶颈因素以及如何在实施救援过程中协同合作，即科学高效的政府与民间救援组织协同治理策略。研究表明，开展此项研究工作，对于最大效率地发挥多个救援力量协同救援能动作用，具有重要现实价值，对于丰富应急志愿者管理理论内容具有重要学术建构意义。The folk relief organization has become an important part of our country＇ s rescue force, how to cooperate with the civilian rescue organization and the government rescue is a realistic problem. This article tracks the cooperating situation of government and non-governmental relief organizations, analyzes many problems between government and non-governmental relief organizations in cooperation and bottleneck factors that effects cooperation and how to cooperate in the implementation of the rescue process, namely the construction of a scientific and efficient governmental and cooperative measure between government and non-governmental relief organizations, Research shows that it has important practical value to carry out this work for playing a more active role of collaborative rescue forces at maximum efficiency. It has important academic significance for enriching the emergency volunteer management theory.
