摘 要:晚清以来,残疾人教育被视为残疾人问题标本兼治的重要举措而备受各方关注;民国时期,各残疾人学校开设了大量的文化及职业技能课程,以期学生毕业后实现自立。实践证明,教育确实让部分残疾学生实现了自立,充分显示了教育在残疾人救助方面所发挥的重要而独特的作用;但由于尚未建立完善、高效而又相互分工协作的残疾人救助体系,加之社会上对残疾人存在着较为浓厚的歧视与偏见,这些都在很大程度上消解了残疾人教育应当发挥的功效。残疾人问题的解决,需要政府与社会各界各司其职、各尽其责,对这一群体持更为包容的态度,并为其创设一个较为宽松的生存、就业及创业环境。From the late Oing Dynasty, the disabled education, having been regarded as an important measure to solve the disabled issues both the symptoms and root causes, had attracted wide attention. During the Republic of China, a large number of the disabled schools offered a lot of cultural and vocational skills courses so that the students can be independent after their graduation.It had been proven that the education for the disabled did make some students achieve self-reliance, which shows the important and unique role of the disabled education in the social assistant for the disabled; but because of the lack of a perfect, efficient and mutually coordinated assistance system for the disabled, together with strong discrimination and prejudice against the disabled in society, the effect on education for the disabled was largely weakened.The solution to the disabled issues depends on the government and all social circles carting out their duties accordingly, holding a more tolerant attitude to create a more relaxed environment for their survival, employment and entrepreneurship.
