摘　　要：为有效扭转现行海事履约管理体系,源于海事法规体系却长期滞后海事法规动态的制度缺陷,我们提出了以"空间直角坐标系"模型为框架,以海事法规体系为实体的新"海事履约管理体系"模型,并通过海事法规体系的"立、改、废"代谢机制,实现新"海事履约管理体系"的持续改进。To overcome the institutional deficiencies with the existing maritime instrument management system due to the maritime legislation system laggnng behind fir a long period, the paper suggests taking the space rectangular coordinates model as the framework, taking the maritime legislation system as the new tangible model of maritime instrument implementation management system, and realizing continuons improvement for the new maritime instalment implementation management system through the mechanism of formulation, revision and abolishment for the maritime legislation system.
