共生理论视角下农村社会保障和农村体育联动的探究

摘　　要：当前制约农村社会保障和农村体育发展的因素很多,覆盖面不够、保障水平区域差距大、可持续性不强、农村体育公共服务不平衡、农民体育观不科学等。依托共生理论,提出农村社会保障和农村体育二者联动的假设。二者存在共生理论的最关键"四要素",二者在理论上具有联动作用,联动的条件也具备。根据运行流程提出四种联动模式:政策共生模式、资金共生模式、机构一体化模式和体系共生模式。"医体结合"和"扶贫发展体育旅游""实证"了农村社会保障和农村体育形成联动的可能性和良好效应。Aiming at problems of rural social security and rural sports after looking for the information and researching about the current reasons that restrict rural social security and rural sports development,an assumption has been raised that they advance with close ties. Looking for theoretical supports from symbiosis theory,the two own linkage function theoretically and conditions of linkage. Four kinds of linkage model can be raised according to the running process： policy symbiosis model,financial symbiosis model,institutional integration model and system symbiosis model. The bond between ＂medicine and sports integration＂ and ＂ poverty relief through sports tourism＂ has proved the possibilities and fine effect of linkage of rural social development and rural sports.
