体育协治:深化体育改革的一种理论解释与实践路径

摘　　要：采用文献资料法,以体育协治为理论分析工具,探讨深化体育改革的理论问题与实践路径。认为如今深化体育改革的实践,乃是对1993年改革方案未完成任务的延续,竞技体育的成功以及举办奥运会的外部效应,客观上搁置了本应面向社会和市场的体育改革。举国体制在竞技成绩的取得方面虽然多有贡献,但是这种体制也会让我国体育事业的发展受困于公权利益问题,强调行政工作与结果,而非侧重效率及受益的群体,造成各价值主体的利益不平衡。深化体育改革,必须走体育协治的实践路径。体育协治意味着积极培育体育改革与发展能力,不限于政府的权力统治、发号施令或运用权威,而是明确肯定在涉及体育的各个社会公共机构之间存在着权利依赖关系,政府的参与有助于体育治理过程中各利益主体的积极互动。体育协治的根基是实体化、去行政化的体育运行机制,其主要方向则是通过市场竞争规则的完善构建"公平竞争秩序",协调体育系统中的利益冲突,不是政府的大包大揽,但也不是职业俱乐部或体育企业的无所不能和越俎代庖,要充分尊重和发挥行业协会在体育发展方面的核心专业能力。国家层面的体育行业协会,独立性建设是改革的关键路径;民间基层的体育行业协会,志愿性建设是发展的关键路径。Based on the sports governance process, literature was reviewed to discuss the theoretical problems and practical approaches of sports reform. That today＇s practice of deepening the reform of the sport is a continuation of the unfinished task of the 1993 reform program. The success of competitive sports and the external effects of hosting the Olympic Games, objectively shelved should be oriented to the social and market sports reform. Although the national system in the athletic achievements to obtain more contribution, but this system will make our sports development trapped in the interests of public rights, emphasizing the administrative work and results, rather than focusing on efficiency and benefit groups, resulting in various unbalance of interests of sports value subject. It is suggested that there is inter-dependence among all the sport organization. Government is beneficial for the positive interaction. The basement of sport gover- nance is the entity and de-administration mechanism. Its main direction is through the perfect competition rules to build fair competition order, coordinate con- flict of interest of sports system. It is not government-for-all, not sport enterprise-for-all, but the social association as the core. And the key path for the reform of sport association is dependence built for country, volunteerism built for gross root.
