中国竞技体育管办分离问题及演进路径分析

摘　　要：运用访谈法、调查法、文献法,课题组在3年时间内,搜集近30年体育体制文献,分析竞技体育管办分离演进、问题、目标及路径,得出如下观点:(1)竞技体育管办分离可分为一体、摸索、明确3个时期;(2)竞技体育管办分离面临的问题包括"两头热、中间冷""理论认识模糊""行政隶属关系"3方面的主要问题;(3)竞技体育管办分离的最终目的是"促进政府职能转变,有助于建设服务型政府";(4)竞技体育管办分离路径主要包括开放式、政府管理效能、顶层设计与基层创新结合、分类推进。其中,开放式路径是从外部获取技术、信息、智力、资金的重要渠道;政府管理效能路径是优化权力结构,权力向社会转移、转变政府职能的重要内容;顶层设计结合基层创新是竞技体育管办分离改革可能和可行的保障;分类改革是管办分离差别化管理和运作的重要内容。Applying with interview,survey,literature,within the last three years,the research group collected sports system documents nearly 30 years. Fur- thermore, this paper analyzed the evolution, problems, goals, and path of sports separation between government and institutions, and drew these views ： （ 1 ） Sports separation between government and institutions dividing into one, groping, clear three periods; （2）The main problems including ＂two hot, intermediate cold＂, ＂vague understanding of the theory＂, and ＂administration＂; （3） The ultimate goal is to promote transformation of government functions, help to build a serverent government; （4）The path includes government effectiveness, openness style, top-level designation combination with the primary, and classification advance. Among them, the openness style is an important channel for obtaining technology, information, intelligence and capital from the outside ; Further- more, government effectiveness is the important content of optimizing the power structure, transferring power to society and transforming government functions ; Additional, the top-level design and grass- separation and reform may be feasible and feasible protection ; Finally, classification reform is the important part of the management and operation.
