摘　　要：全民健身国家战略与体育治理现代化的不断推进,体育社会组织的社会主体地位日益凸显,体育社会组织的培育及功能健全已成为我国体育治理领域的重要研究内容。当下,我国体育社会组织尚存在内生力不足,外部环境依赖性过强;社会主体地位缺失,基本社会服务功能表达受阻;社会复杂性特性凸显,市场失灵与政策失效等困局。运用文献资料、逻辑分析、系统分析等方法,以系统科学、复杂性科学为理论基础,对体育社会组织的复杂治理模式进行分析。研究认为,体育社会组织由具有复杂性特征的"人"所组成的复杂适应系统,复杂性与适应性是其本质属性。复杂性科学能有效解决复杂性难题,复杂性治理是破解体育社会组织发展困局的有效手段。"教育价值"与"以人为本"是复杂性治理的逻辑起点,自组织发展力与环境推动力是复杂性治理的动力机制,网络化与多中心协同治理及自组织治理是复杂性治理的主要模式。提出加强社会扶持引导制度建设,培育体育社会组织自组织发展环境;完善多元主体协同参与治理制度,构建体育社会组织多元主体评估体系;建立现代化的内部治理机制,强化体育社会组织治理法治化的实现路径。The perfect function and cultivate of sports social organizations have become an important research content in the field of public sports management in our country. But, the sports social organizations have a few issues in China, for example ： shortage of endogenous force and strongly external environment de- pendence ; social complexity evident and policy failure ; lack of social status and social services function. This paper analyzed the sports complex social organization management mode by literature, logic analysis, system analysis methods, based on the theory of system science and complexity science. Sports social or- ganizations are composed of complex adaptive system by people. The complexity and the adaptability is essential attribute. Complex governance is the effective means to solve the problem of sports social organizations. ＂The value of Education＂ and＂People-oriented＇is the logical starting for complexity governance, the self-organization development and environment promote power is the dynamic mechanism of complexity governance networking and multi-center collaborative governance and self-organizing governance are the main modes. Social support guidance system, multi-participation mechanism and institutional culture con- struction.
