摘　　要：当前,农村集体经济的发展与社会主义市场经济体制、城乡一体化的发展要求不相适应。本文采用问卷法和访谈法通过对吴忠市盐池县集体经济现状的调研,发现盐池县村级集体经济发展不力,"内源式"发展不足,集体资产归属不明,集体资产僵化,特别是经营性资产存在闲置浪费的现象。本文根据中央文件的精神和地方的实践,总结集体资产产权制度改革的经验做法,包括清产核资、成员界定、股权设置与管理、建立健全集体经济组织的管理体制、选择集体经济有效实现形式等改革步骤进行阐述,旨在为盐池县的集体资产产权制度改革提供经验和启示,最终实现壮大集体经济,提高农民财产性收入的目的。At present, the development of rural collective economy is not compatible with the socialist market economic system and the integrated development of urban and rural. The paper used questionnaire and interview methods to study the current situation of the collective economy in Yanchi County of Wuzhong City. It is shown that the development of the collective economy in Yanchi County is slow, endogenous development is insufficient, the property right of collective assets is not clear, the collective assets are rigid and some of operating assets are wasted. Based on the spirit of document of the Central Committee of the Communist Party of China and practices of the local community, this paper summarizes the experience and practice of the collective property property right reform, including assets checked, members confirmed, shares established and mechanism managed of the institution and effective modes of collective economy development are selected, and so forth. The study provides experience and inspiration for collective asset property rights system reform in Yanchi County, so as to strengthen the collective economy and improve the income of farmers ultimately.
