摘　　要：人民主权论是卢梭学说的重要理念,也是取代古代君权神授的关键理论。《民报》学人不仅服膺其思想,而且主张以此为基础建立共和国,从而实现中国人的自由。为了使其更好地为广大中国人民所接受,他们将其翻译为帝民说。The theory of people sovereignty is an important concept of the doctrine of Rousseau,and is the key replacing the divine right of Kings in ancient society. Writers of the Citizen＇s Newspaper not only agreed with the idea,but also hoped to establish republic.They wanted to achieve the freedom of Chinese people though republic. In order to spread the theory of people sovereignty in China,they translated the theory of people sovereignty as the theory of emperor-people.
