摘　　要：概念是构成理论体系的基本粒子,也是基本的方法论。针对国内学业两界存在的关于保障房体制相关概念界定的不足,本文在分析的基础上重新界定与保障房体制相关的基本概念的含义。运用这个基本概念框架,简述国内现行的保障房体制的不足以及典型国家保障房体制建设的概况,最后搭建了契合国情的保障房新体制的基本架构,并作了讨论。Concept, made up of elementary particles, is a basic methodology. Focusing on the deficiency on the definition of security housing system in academic and practical circles in China, this paper redefines basic concepts related to security housing system. Using this elementary concept framework, this paper demonstrates the deficiency within the security housing system and the process of its construction in other nations. Finally, the fundamental framework of security housing system that conforms to China＇ situation is set up
