摘　　要：随着城镇化进程的加快,各地普遍开展城市设计的编制工作。现阶段的城市设计存在城市特色综合性研究不强、设计方案向管理实施的转化途径不足、工作流程及框架不完善等问题。引入"行动规划"理念的城市设计具有综合的规划内容、明确的行动计划、务实的规划理念等特点,有利于解决传统城市设计中存在的问题。以西安市北顺城巷历史街区为例,通过建立"明确发展基础—确立目标定位—建构行动策略—确定行动内容—明确保障体系"的行动规划方案,探讨了基于行动规划的历史街区城市设计思路和方法。With the accelerated process of urbanization, the preparation of urban design is generally carried out all over the country. At the present stage, the urban design has a series of problems,such as the lack of comprehensive research on the characteristics of city,the lack of transformation approach from design scheme to implementing management and incomplete work process and framework. The introduction of the concept of ＂Action Plan＂ has the comprehensive planning content,clear plan of action and practical planning concept, helps to solve the problems existing in the traditional urban design. In this paper, Xihn Shuncheng Lane historic district was taken as an example, to establish an Action plan framework including ＂identify the foundation--set the goal--construct the strategy-- determine the content--determine the guarantee＂, and discussed the ideas and methods of city design of historical block based on Action Plan
