城乡一体化视角下农民就地城镇化影响因素研究——以南昌市边缘区为例

摘　　要：就地城镇化与三农问题、城乡统筹一体化实践息息相关,是实现新型城镇化战略的现实路径选择,当前我国就地城镇化问题在都市边缘区更为突出,开展其相关研究尤为必要。以南昌市边缘区为例,建立农地流转与就地城镇化两个模型,基于城乡一体化视角开展都市边缘区就地城镇化影响因素的研究,进而针对性地提出相应对策建议。研究发现:(1)性别、家庭年收入、种田意愿程度是当地村民农地流转意愿的重要影响因素,可间接作用于农民的就地城镇化选择行为;(2)农户家庭中外出务工人数越多,留守的中高龄农民就地城镇化意愿越强,但却不愿放弃所耕种的土地,凸显了土地在农村的重要社会保障功能;(3)谋生能力强的农民倾向于土地流转,但却不愿意进城居住与生活,农地流转意愿与就地城镇化意愿相冲突;(4)生活环境、居住方式的改变以及农民就业生计的转型等来自城镇方面的制约,令农民对能否融入城镇生活缺乏信心。研究结论可为当地政府部门出台相关政策措施以及类似区域的就地城镇化实践提供有益借鉴。Local urbanization is closely related to the implementation of the three dimensional rural issues and urban-rural harmonious development,it is the realistic way to realize the new urbanization strategy. At present, the problem of local urbanization in our country is more prominent in the metropolitan urban fringe, so related research is necessarily to be carried out. Taking the Nanchang urban-rural fringe areas as an example to establish a farmland circulation model and a local urbanization model, the paper studies the influencing factors of local urbanization in the urban fringe areas based on the perspective of urban and rural interaction, and puts forward well-directed suggestions accordingly. The research shows： （1） Gender, annual household income and farming willingness comprise the important factors of farmers＇ farmland circulation willingness. （2） The more the number of migrant workers in rural family, the stronger the local urbanization willingness of left-behind elder farmers. However, they are unwilling to give up their farmland, which highlights the social security function of land in rural area. （3） Farmers with greater ability of making a living are inclined to transfer farmland while they don＇t want to dwell in cities, thus the willingness of farmland circulation and local urbanization collide with each other. （4） The limitations of cities such as the transformation of living environment, residential style and the transition of farmers＇ means of livelihood deprive farmers of confidence in assimilating into cities. The conclusion of the paper can serve as reference for local government to fbrmulate relevant policies and local urbanization practice of similar areas.
