结构性改革背景下政府如何有效供给公共文化服务?——基于供需协调视角

摘　　要：公共文化服务标准化、均等化、社会化供给不仅是新时期政府满足人民群众多元化文化需求、维护中华民族文化主权的重要载体,更是中国全面建成小康社会的重要标志。论文基于供给侧结构性改革的逻辑要求,从效率、公平、供求匹配三个角度把握公共文化服务有效供给的基本表征,构建耦合协调度模型,把脉中国31个省份公共文化服务供需协调程度,判断中国公共文化服务的供给有效性。结果表明:公共文化服务的供需整体失调,公共文化服务能力不足与公共文化资源浪费现象同时并存;省域之间公共文化服务供需协调度差异较大,公共文化服务"需求滞后"型省份与"供给滞后"型省份同时并存;地方财力水平与重视程度是影响公共文化服务供需失调的主要因素。鉴于此,急需从供给侧、需求侧创新公共文化服务有效供给的体制机制,提高公共文化服务供需协调度,为全面建成小康社会提供精神动力和文化支撑。The standardization,equalization,socialized supply of public cultural service is not only an important carrier for the government to meet the diverse cultural needs of the people and maintain the Chinese national cultural sovereignty in the new period,but also an important symbol of building a well-off society in China. Based on the logical requirements of the structural reform of the supply side,this paper analyzes the basic characteristics of the effective supply of public cultural services from three angles of efficiency,fairness,supply and demand matching to understand the degree of coordination between supply and demand of public cultural service in 31 provinces of China and determines the supply effectiveness of Chinese public cultural service. The results show that the supply and demand of public cultural services in the overall imbalance for the lack of public cultural service ability and public cultural resources waste coexist simultaneously; supply and demand coordination degree between the provincial public cultural service has great difference for the＂demand lag＂type provinces and the ＂supply lag＂type provinces of public cultural service coexist simultaneously; local financial resources and degree of attention are the main factors that affect the supply and demand imbalance of public cultural services. In view of this,it is urgent to innovate the institutional mechanisms of effective supply of public cultural services from the supply side and the demand side for improving the coordination between supply and demand of public cultural services and providing spiritual motivation and cultural support for building a well-off society.
