摘 要:构建科学合理的权责结构是社会工作机构内部治理的框架性基础。基于在6个社会工作机构发展较为典型的城市所进行的调查,本研究发现当前中国社会工作机构的权责结构主要存在三个方面的问题:一是社会工作机构虽然按制度要求实行理事会制,然而在实际运作过程中所有权与经营权的分离难以真正实现;二是社会工作机构在部门设置上往往体现了负责人的主观意志,内部管理和业务发展存在部门职能交错状况;三是各岗位决策权相当有限,决策机制呈现过度集中趋势。有效应对这些问题,须确实执行理事会制下的总干事代理制度、建立有序的"四类型"职位体系和权责清晰的"四层次"决策体系。With the continuous development of China~ social work agency scale, its internal governance issues are also in- creasingly prominent. Construction of scientific internal accountability framework structure is the foundation of social work institutions of internal governance. Through the development of a more typical six cities in social work agency survey found that : First, social work agencies, although it is based on the system requirements for the implementation of council system, yet in the actual operation the separation of ownership and management is difficult to realize ; the second is the working body in civil society often reflects the will of the person in charge while it is set up, and the functions of internal management and business development department staggered with each other; the third is each job decision -making power is limited, cen- tralized decision - making mechanism presents trends. Based on the analysis presented, the solutions should be done by practicing the general - agent system governed by the Acting Executive Director of the Council, build an orderly "our types" position system, and establish clear responsibilities, " our - level" decision - making system and other recommenda- tions.
