摘　　要：以上海老港垃圾填埋场为例,针对2011年上海环境卫生工程设计院有限公司对其前3期工程封场后土地的远期再利用规划进行了条件价值评估(Contingent Valuation Method,CVM)与公众意愿调查。结果表明:(1)生态公园、苗圃花园及风力太阳能发电区是最受欢迎的子项目;(2)估算WTP均值为66.26元/(月·户),老港垃圾填埋场封场土地再利用项目社会量化经济收益为36.801 3亿元/a;(3)受访者"是否愿意资助"与"月收入"、"项目支持度"、"学历"显著正相关。本次研究是将CVM运用于垃圾填埋场封场后土地再利用规划的初步尝试,体现了城市规划中公众参与的作用与价值。We applied contingent valuation method （CVM） to the land reuse project of Shanghai Laogang Landfill Site （phase I, II and III） which was conducted by Shanghai Environmental Sanitation Engineering Design Institute Corporation in 2011. The survey on public perception and willingness was simukaneously conducted. Results are as follows： （ 1 ） The eco-park, nursery garden, and wind-solar power plants are the most popular subprojects. （2） The mean value of willingness to pay （WTP） is about 66.26 RAVIB per household per month,and the total social economic benefits are valued at 3.680 13 billion RMB per year. （3） The respondents＇ willingness to donate has a significant positive correlation with their monthly income,level of support, and educational level. This research made an initial attempt to apply CVM to the land reuse project of closed landfill sites, which reflects the function and value for combining public participation with urban planning.
