摘 要:地方政府绩效管理评价体系的趋向性,主要体现在评价主体的公众趋向、评价内容的民生趋向、评价程序的法理趋向以及评价方法的实证趋向。评价主体的公众趋向,体现在地方政府绩效管理的价值取向发生了深刻变化,公众参与地方政府绩效管理的范围逐渐扩大,公众满意已经成为地方政府绩效管理评价的主旋律;评价内容的民生趋向,是由地方政府的职能和性质所决定的;评价程序的法理趋向,主要表现在评价程序的法治化与规范化倾向;评价方法的实证趋向,主要表现在地方政府绩效管理评价,更加重视绩效评价的科学性,更加重视逻辑模型与数学模型设计。The tropism of local government performance management evaluation system is mainly reflected in public orientation of the evaluation subject,people’s livelihood orientation of the evaluation content,legal orientation of the evaluation procedure and empirical orientation of the evaluation method. Public orientation of the evaluation subject reflected in the local government performance management value orientation has undergone profound changes in public participation in the scope of local government performance management gradually expanded; public satisfaction has become the main theme of local government performance management evaluation.People’s livelihood orientation of the evaluation content is determined by the function and nature of the local government. Legal orientation of the evaluation procedure is mainly manifested in the legalization and standardization of the evaluation procedure. Empirical orientation of the evaluation method is mainly reflected in the performance evaluation of local government performance;pays more attention to the scientific nature of performance evaluation,to logical and mathematical model design.
