摘　　要：政府和社会资本合作(PPP)模式是促进政府职能转变、发挥市场在资源配置中的决定性作用的有效途径。为加快公共基础设施建设,应大力发展公私合作的PPP模式。文章对PPP模式的概念、基本要素、特征、基本结构和实施流程进行了归纳总结。通过对北京地铁四号线案例的研究,对该项目进行SWOT分析,总结其成功经验,并提出有利于PPP模式发展的对策。A public-private partnership （PPP） model can effectively promote the transformation of government functions and play a decisive role in the allocation of resources. In order to speed up the construction of public infrastructures, PPP model can be applied in infrastructure management. This paper first summarizes the concept of PPP, its basic elements, characteristics, basic structures and implementation process; then, by doing a case study and a SWOT analysis of Beijing Metro Line 4 construction project, summarizes the project＇ s successful experience, and finally puts forward suggestions for the implementation of PPP model in China.
