进化博弈视角下的产业承接地工业园区产城融合路径选择研究

摘　　要：产业转移和工业园区建设是产城融合背景下我国中西部地区经济发展的"双引擎"。但产业承接地工业园区"先产业、后城市"的成长路径却使其发展沦为"单驱动"。本文构建的进化博弈模型及其优化表明,只有将短期利益导向转变为长期利益导向,方使"政企协作同步推进产城融合"的路径成为可能。园区主体应采取统筹政府长短期收益、支持企业服务创收、渐进发展城市功能和拓宽政企合作领域等措施,引导双方适时进行园区城市功能建设,走上"政企协作同步推进产城融合"之路径。In the context of City-Industry Integration,industrial transfer and industrial park construction is the ＂double engine＂of the economic development in Central and Western China,which however turns out to be a ＂single drive＂under the path of ＂industry prior to the city＂. The evolutionary game model and its optimization in this paper show that the only way to guide the government and relevant enterprises onto the road of ＂promoting City-Industry Integration synchronously＂is to convert short-term orientation into a long-term one. Helpful countermeasures would be coordinating long-term and short-term earnings,supporting profitable services by industrial enterprises,providing with urban functions progressively,broadening the cooperation areas between government and enterprises,etc.
