摘　　要：对山东省东、中、西部地区医疗卫生机构展开问卷调查,了解当前山东省内医疗联合体实施概况,包括山东省城乡区域医疗联合体的服务提供现状、实施内容、医联体的认知与开展情况、基层医疗卫生机构运行中面临的困难等,综合调研山东省医疗联合体取得的成效;针对现阶段山东省基层医疗服务体系存在的问题和不足,结合山东省目前基层医疗卫生机构综合改革实施现状,从协调机制、顶层设计、制度保障及体制保障措施等角度提出医疗联合体良性运转的保障机制,为卫生决策部门及时调整建立完善相应政策措施提供可行性建议。This article conducts the questionnaire investigation in medical and health institutions in eastern, middle and western areas of Shandong province, to understand current implementation situation of Medical Association, including service delivery status, implementation content, cognition and operation development situation, trouble in basic medical and health institutions of Medical Association in urban and rural areas. It comprehensively investigates Medical Association achievements in Shandong province. Aiming at the problems and deficiencies of present basic medical service systems, combines with current implementation status of comprehensive reform in primary health care institutions, it puts forward guarantee mechanism of benign operation of Medical Association from the perspective of coordination mechanism, top - level design, system security and system security measures, so as to provide feasible suggestions for health policy -making departments to adjust and perfect corresponding policies and measures in time.
