新公共治理视角下的行政审批服务改革研究——以J市为例

摘　　要：新公共治理理论是推进行政审批制度科学化、系统化改革的新视角。基于新公共治理理论,行政审批服务改革应实现主体多元化、结构网络化、审批方式合作化和审批过程互动化。地方政府应进一步培育多元治理主体,逐步构建网络治理结构,加强拓展审批合作方式,继续优化审批服务的互动过程。The new public governance theory provides a new angle for promoting the scientific and systematic reform of the administrative examination and approval system.Based on the theory of new public governance,the reform of administrative examination and approval service should aim at the diversification of subjects,the networking of structure,the cooperation of examination and approval methods and the interaction in the approval process.The local government should further cultivate multi-governance subjects,gradually build a network of governance structure,strengthen and expand the cooperative examination and approval methods,and continue to optimize the interactive process of approval services.
