摘　　要：通过对我国水生态空间管控的主要问题分析,提出了推进水生态空间管控工作总体要求、管控原则和工作思路;针对当前我国水生态空间管控的薄弱环节,阐述了水生态空间规划制定、水生态空间用途管制、河湖生态水量保障、水功能区入河排污管控以及水生态空间管控能力建设等重点工作思路。Through analysis of main challenges faced by management and control of aquatic ecological space in China, general requirements, control principles and overall ideas are worked out. Considering the weakness found in management and control of aquatic ecological space, key measures are proposed in the aspects of planning of aquatic ecological space, regulation of its utilization, safeguarding ecological flow of rivers and lakes, control of sewage discharge in water function zone and capacity building.
