水生态空间管控制度建设探索

摘　　要：水生态空间是国土空间的关键组成部分,水生态空间管控制度体系建设是构建国土空间开发保护制度、落实生态文明体制改革总体方案、推进生态文明建设的重要举措。在水生态空间功能与管控分类的基础上,以支撑和保障水生态空间管控的实际需求为根本出发点,在国家生态文明体制改革的总体框架下,探索构建以水生态空间管控法律法规、水生态保护红线制度、水生态空间管控准入制度、水资源资产产权制度、最严格水资源管理制度、水生态空间管控目标责任制度、水生态空间考核奖惩制度等为核心的水生态空间管控制度体系。Aquatic ecological space is regarded as one of the key parts of national space. It is a critical step for national space development and protection, implementation of reform and promotion of ecological civilization.Institutional system for management and control of aquatic ecological system has been formed on the basis of classification of its functions, considering of the actual needs and requirements and under general framework of reform for ecological civilization, which will highlights rules and regulations, system of redlines for aquatic ecological protection, access system, property system, stringent water resources management system, accountability system for control target and performance evaluation as well as award and penalty systems.
