摘 要:中国的房价高得离谱且可惧,房地产调控有效用却没效果,寻思调控政策的"七寸"迫在眉睫。房价不稳定,吃亏还是老百姓,抑制反弹是调控关键。房地产投机性需求是治理反弹的关键。房价上涨受益者主要有政府机构、金融机构、房地产企业及其相关人员。房价上涨受益者有着潜在的投机行为,这部分群体应当发扬"舍得"精神。重庆市房地产调控的"舍得"措施主要表现在:明确调控目标,实行长效机制;建立行政首长负责制,量化管理;因地制宜,敢于创新。"大舍"回报的是老百姓安居乐业的"大得"。Housing price in China is frighteningly high, and regulation on real estate is of utility but no effect, so it is urgent to think about the "key points" of regulation policies. If housing price is in instability, ordinary people will be hurt seriously. Rebound control is the key to the regulation, and speculative demand of real estate the key to controlling rebound. Increase of housing price will benefit government bodies, financial institutions, real estate enterprises and relevant practitioners, and potentially they will engage in speculation, so they need to carry forward the spirit of "giving and gaining". In Chongqing, the "giving and gaining" type of regulation measures for real estate include: setting clear regulation goals, putting into practice long-term mechanism, establishing responsibility system of chief executive, quantizing management, adjusting measures to local conditions and daring to innovate. This kind of great "giving" practice might lead to a great sense of "gaining", that ordinary people will live and work in peace and contentment.
