摘　　要：介绍了我国加速淘汰氢氯氟烃的背景，明确了我国聚氨酯泡沫行业第二阶段淘汰目标、战略及重要时间节点。阐述了聚氨酯泡沫行业淘汰面临的困难和挑战，并针对其提出建议对策，指出第二阶段将加大政策法规的管理和执法监督，设计新型淘汰模式，大力推动绿色低碳替代技术研发和应用，并加强国际合作，提升环境履约能力。The accelerated HCFC phase-out background was introduced. The targets, strategy and timeline for the PU foam HPMP Stage II were clarified. The difficulties and challenges that encountered during the phase-out process were indicated, and the solutions and suggestions na should further strengthen enforcement of ODS laws and were pointed out. To achieve the targets of Stage II, Chi- regulations, design new phase-out modality, promote en- vironmental friendly alternative technologies and enhance compliance capacity of international cooperation and inter- national environmental conventions.
