摘　　要：在“加强地方消耗臭氧层物质（ODS）淘汰能力建设二期项目”中，上海市环保部门建设组织机构，聚焦重点行业，建立地方配套政策和管理制度，落实ODS相关管理政策法规，协助环保部开展多边基金项目的管理，开展培训和宣传工作，强化监督执法，有序推进加速淘汰HCFC工作。In local eliminating the ozone depleting substances （ODS） capacity-strengthening building phase two project, Shanghai environmental protection departments set up the framework, focused on key industries, estab＇ lished local supporting policies and management system, implemented ODS related management policies and regulations, assisted the ministry of environmental protection to carry out multilateral fund management, carried out training and publicity work, strengthened the law enforcement, explored innovative models, and accelerated the elimi- nation of HCFC work in an orderly way.
