农村基层党组织“领头雁”队伍建设问题研究

摘　　要：办好农村的事情,关键在于建设一支坚强有力的农村基层党组织"领头雁"队伍,这既是中国革命、建设和中国特色社会主义成功实践的经验总结,也是巩固党在农村执政地位、应对农村社会治理转型所带来的挑战、也是建设社会主义新农村,农村全面建成小康社会的迫切要求。当前,一些农村基层党组织"领头雁"队伍普遍存在着理想信念淡化、结构不合理、素质不高、能力不强、积极性不高、自我要求不严、消极腐败突出等问题。究其原因,主要是素质能力提升渠道缺失、农村青年要求入党的少与入党难并存、激励与保障程度低与对权利的制约和监督不够。而要解决这一问题,就必须要构建起包括以坚定理想信念为核心的思想教育、"雁苗"成长培育、"领头雁"队伍选聘、能力提升、必要的激励保障以及执行能力建设在内的长效机制。Making a success of matters in the countryside, the critical point is to build a strong rural grass-root party organization. At present, the problems of some leaders in the rural Party organizations become significant. Some leaders have no political concept and ideal belief; some leaders＇ quality is not high, working ability is not strong, enthusiasm is not high, self demanding is not strict, which are lead to the prominent. To solve these problems, it is necessary to build up a long-term mechanism which includes ideological education to tbe Party members, young Party members ＇ cultivation, the selection of the leader and necessary ineentives gnarantee.
