民生观视角下的“三农问题”研究

摘　　要：民生关系"两个一百年"奋斗目标的进程和复兴中华民族中国梦的实现,关系党和政府的执政地位和执政威信,关系国家的国泰民安,而"三农问题"作为制约我国民生发展的瓶颈,是亟待解决的关键性问题。文章先对"三农问题"与改善民生的关系进行剖析,提出"三农问题"是改善民生工作的重中之重和首要任务,改善民生工作的进行为解决"三农问题"提供了良好的政治环境,解决"三农问题"与改善民生是部分和整体,内在统一的关系;然后再对如何解决"三农问题"提出建议和解决方法,解决"三农问题"要充分利用机遇,大力发展经济,挖掘自身优势;加强基层领导班子建设,为"三农"提供有利的政治保障;提升农民自身素质,变人口压力为人力资源,源头治理"三农问题"。The people＇s livelihood relates the process of the ＂two goals in two hundreds year＂and the revival of the rejuvenation of the Chinese nation, relates the party and the government power and ruling authority, relates the country＇s peaceful and the safe of people, and the ＂Three rural problems＂ as a bottle neck restricting the development of China＇s people＇s livelihood, is the key problem to be solved.Article first on the relationship between the ＂Three rural problems＂ and improve the livelihood of the people are analyzed, and put forward the＂Three rural problems＂the most important works is to improve people＇s livelihood and priority, and improve the livelihood of the people work in order to solve the＂Three rural problems＇provides a good political environment, solve the＂Three rural problems＂and improve people＇s livelihood is part and whole, inner unified relationship; And then puts forward Suggestions on how to solve the＂Three rural problems＂and solutions, solve the＂Three rural problems＂to tap into their own advantages, vigorously develop the economy, make full use of the opportunity, to strengthen the construction of leading groups, provide favorable political guarantee for＂agriculture, rural areas and farmers, increase farmer own quality, population pressure into human resources, the source over the＂Three rural problems＂.
