摘　　要：十八大反腐败后官员消极怠工,以不作为抵触反腐败,这一点在基层官场有所表现。农村基层社会懒政遭遇着腐败黏性,即腐败一旦发展到一定程度就会形成均衡,每个人都会成为腐败的共谋。研究以历史纵向视野分析宋明以来国家治理能力在农村基层社会的弱化,提出基层懒政的历史之鉴。18 after the big anti-corruption officials slacking,inaction, resist corruption, to this point in the local or officialdom at the grass-roots level relatively obvious. Rural grassroots social suffering a corrupt viscous lazy,corruption is developing to a certain extent can form a balanced,everyone will become corrupt collusion.Research by historical longitudinal view analysis since the song governance capability in the weakening of rural grassroots society, the history of ancient bronze mirror of grassroots lazy administration are put forward.
