区域产业园区群统筹整合规划方法探索

摘　　要：开发区等产业园区之间的恶性竞争是困扰我国区域与城市经济社会发展、干扰其空间布局的重要因素。城乡规划作为一种协调冲突与矛盾、促进统筹与整合的有效工具,在引导区域产业园区协同发展方面缺乏具体有效的技术方案。文章针对这一现实矛盾和技术薄弱环节,系统梳理了相关研究成果,介绍了技术研究背景和过程,在借鉴博弈论、竞合关系理论以及其他多学科空间竞争相关理论的基础上,构建了区域产业园区统筹整合规划的技术框架,并以唐山市为例进行了应用研究。文章提出,区域产业园区统筹整合规划应从区域产业园区整体、群体和个体三个视角切入,在区域、市域、分区和区(县、市)四个层面展开,从园区产业、空间、功能、共享性支撑体系、管理经营体制与政策五个维度着手,构建全方位的规划引导体系,提高园区群、城市群的共建共享和协同发展水平。In contemporary China, the vicious competition between different development parks is a negative factor for the economic and social development, also the space layout of regions and cities. Even though the urban and rural planning has already been an important policy tool to coordinate contradictions and promote integration of the society, it cannot provide a specific and effective technical method in guiding integrated development of regional industrial parks cluster. Starting from the practical problems and technical weaknesses, summarizing the relevant researches systematical y, introducing the background and process of the technical research, drawing on game theory, competition cooperation theory and other multi-disciplinary space competition theory, this article proposes a technical framework for coordinated and integrated planning of regional industrial parks cluster and practice it in Tangshan City. The coordinated and integrated planning of industrial parks cluster consists of three parts. Firstly, it should be thought from three perspectives, they are the overal, group and individual. Secondly, it should include four scales which are inter-province region, city region, sub-region and district（county and city）. Thirdly, its specific contents should contain five dimensions including the industries, spatial, function, sharing support system, management and policy system of development parks. Through construction of the comprehensive planning guidance system, the collaborative development level of parks cluster and cities agglomeration will be improved.
